If it was a fledgling startup that desperately needed the money or else they went bankrupt then I would understand. But google?

It’s certainly partly because of that but much more so because they don’t care and can’t be bothered to change.
A mix of that and also tech literacy. Most people don’t even know you have some choice in web browsers.
