Legal challenge? It’s the DNC! They explicitly get to make their own rules. Primary elections do not exist within the framework of the US Constitution. 30+ years of this country being governed solely via lawsuit has broken a lot of people’s brains.
They probably know this, but filing a lawsuit (or just saying that they will) will get their names in the media, thus raising their profile. Can’t speak for Phillips (might just be a careerist) but Williamson is a grifter.
