Also the funds for the CDS program aren’t coming from the governments budgets, companies have to contribute 10 cents into the program for every bottle/container they sell. So in reality, the government would probably make a profit from it considering how many cans and bottles don’t get recycled through the CDS.

They’re probably making money off of this because as soon as the program became active, mysteriously everything went up by 10 cents.
Yes you pay the 10c on top as it’s your duty as the buyer to then bring it back for your 10c.
It works in Germany the same way.
