The Bills were up late in the 4th and choked. That’s all there is to it. They had every opportunity to score more points (while still leading) with numerous drives unaffected by penalties but they didn’t because they couldn’t, not because their scores were being taken off the board by penalties. Those are the facts.
The problem is penalties absolutely neutered a historically awful first half form the Eagles which kept the game way closer than it should’ve been.
