I just wanted to ask because I’m debating between getting a router with a USB port and one without.
Also, with a HDD connected, everyone can use it fromt their phones right?
I’ve been looking at possible a Tenda RX9 Pro (w/o usb port) or a TP link next gen AX1800 (with a USB port).
I have a 1 gigabit download connection.

It depends on the router and what that USB port can be used for…
on some, it may be just for printers.
If you need a NAS, you are best served with going to something from Synology, etc.

i wouldn’t do this, will add load onto the router, then i don’t want to hear the complaints…

Cheap and Synology are mutually exclusive. But I agree with the rest of what you said.

I dont think I’d be able to afford a NAS unfortunately since they seem quite expensive.

In addition to the router having an USB-port, it need to have support for sharing the USB-storage device in software.
In your case the new AX1800/AX20 with USB does support sharing the HDD as a Windows drive or via FTP.
Your phones would probably need an app.
