Mostly because every time a plan pops up to house more refugees, the town it is planned in will have protests by the residents and it gets shut down. “We want to help the refugees, just not where I can see them” If more towns would agree to plans, the refugees would be more spread out throughout the country, instead of all clumped up in the limited spaces that are available, which causes problems.
