Oh, sure I get what you mean. It’s not like neutral itself would be doing anything damaging though.

Shouldn’t really be an issue, the top tube ought to be more than capable of supporting that weight. The only problems I’ve really heard of are when people clamp their stands too hard on carbon fiber stuff, but that’s more about the pressure from the clamp, not the weight of the bike.
