Refs can and do make shit and wrong calls all the time, they can hide behind plenty of things to justify shit decisions though or just flat out claim human error if it’s particularly bad and nobody can really question it.

That one at city though there’s literally no valid reason however suspect and unlikely that can be given for doing what he did other than corruption. He can be seen waving play on as city had the advantage, They then play the ball forward, Grealish is clean through and he then blows and brings it back for a city freekick.
