Local constituency, politicians, bureaucrats, big asphalt, and Ford all agreed that this is something that makes sense and we should build, as humans, to enhance our community.
What they really need is just one more lane to solve this whole mess.
Isn’t this in China though? I don’t think Ford or big oil have much sway over the Chinese government. They managed to come up with this monstrosity all without lobbying and industry pressure.

If you look at the location from like, a maps app or something, you can see that it starts at like 10 lane or something, widens, then goes back to the original lane size
