His plot in the 4th is more about getting his body back and making a demonstration to the death eaters that he’s their lord once again. Killing Harry is just a means to that end.
He does want to use Harry to get his body back, which only required a little blood and not his Harry’s death, but his plan was to also kill him there. Crouch even brings up that Voldemort wanted to kill him that night. It’s different from the 1st book where he only tries to kill Harry after Harry shows up to ruin his plans and the 7th book where Harry forces his arrival at the school by targeting the horcruxes.
