Turkey didn’t petition the ICC, you’re thinking of the ICJ.
The ICJ is not a criminal court. It cannot arrest or prosecute individuals. It can issue legal opinions regarding disputes between states, but it cannot enforce its opinions. For example, in 2014 it ruled that Japan could not hunt whales in Antarctica yet Japan is still hunting whales there today.
Regardless, the ICJ has not yet issued a final opinion regarding Israel.

In May, the Turkish government petitioned the ICJ to join South Africa as co-plaintiffs. Not the ICC.
In November, Turkish lawyers (not Turkey itself) provided evidence (not petitioned the court) to the ICC. The Turkish government cannot petition to join ICC prosecutors, prosecutors work alone.
That’s a different ICJ decision against Israel, initiated by the UN in 2022. That decision does not address the invasion of Gaza, because it hadn’t happened yet.
The Gaza genocide case before the ICJ right now is separate, this is the one that that Turkey petitioned to join in May, and this case still has no final decision.
