Countries can do a lot of things. You’re discussing something that didn’t happen though.
According to the article, we sanctioned Venezuela, and they ignored those sanctions to purchase and smuggle a plane from the US.
The sanctions themselves are a separate discussion, but I think a reasonable person could expect some form of consequence. To be clear, I’m not defending the sanctions. I haven’t spent enough time reading about them to form an opinion.
