      From the capitalist ruling class of course.

      If they wouldn’t allow it the country would just be labelled an enemy state to be overthrown by capitalists, as had been the case here.

        I’m pretty sure Lithuanians are happy to have them. They are neighboring Russia. There’s a reason they’ve joined NATO.
