If taxes are raised the money was taken from people that earned it and were going to spend it and given to pay debts of other people who now have extra money to spend. That’s not a net positive for the economy. If the money was taken from another government program then it’s the same issue you rob Peter to pay Paul. If the plan is to increase spending then you are creating inflation which hurts the economy, none of those methods is a net positive for the economy.
