For me it’s Ghost Recon(2001). Coming from rainbow six, the outdoor areas were mind blowing. Just replayed a quick map and it was still gorgeous to me.

Jak & Daxter the Precursor Legacy still looks amazing, not just for the time, but in general.
Earthbound still looks awesome today. Maybe because so many current indie games emulate the style of Earthbound, but it feels like it could easily be a cool 2023 indie release

I saw a livestream of someone playing Windwaker, it might’ve been the HD remaster or whatever, but I was shocked at how good it still looked, I was like they could release a game that looks like that right now and I would have no issue with it

Any of the notable cell shaded games always look good to me. Jet Set Radio, Okami, Auto Modellista, all still gorgeous
Super Mario RPG, the graphics are colorful, the world is well imagined, music is charming. Just the game is charming.
