What to do devs used to host following things on a budget

1. Backend - docker + spring boot
2. Frontend - NextJs
3. Domain + DNS + SSL cert stuff 4)Database - amazon ddb or postgres 5)CI/CD
4. Message broker - kafka?

My budget is 13 dollars per month.

Can it be achieved by using any tools for above things?
