Kinda feels like massive Kennen buffs. 20 energy reduction on E and 40 second CDR on ult at max rank.
Riot probably wants Kennen to be strong for Worlds, because it makes for exciting teamfights.
Even more reason to not play toplane :D
It’s already unfun to play against him because of his ult alone. It’s gonna be more annoying to see him more often now.
