Nice cherrypicking, there. It’s basically saying that no further purges are to be expected, because internal opposition as well as that of the army was already purged.
I am curious, though, about the date of this memo? Late 50’s? Early 60’s? It’s written as if it’s an analysis of what to expect after Stalins death.
EDIT: Hard to read due to copy burn, but it’s stamped March 2nd 195Something. Possibly 1958.
