It’s important to note that this is a failure of the Pentagon to properly track their equipment than the fault of Ukraine due to corruption or something.
It is Corruption and that part IS the Ukrainian adminstration’s fault. Ukraine is still among the most corrupt countries in Europe.
No different then if someone gives you a gun, that it is your fault if you sell it or carelessly lose it and it appears getting used to shot someone else on another continent. Ukrainian Goverment does have its own sense of Agency.
