    If those are state or federal roads I doubt the town can selectively forbid travel on them.

      They had to pay for it because it was more like blocking the streets for a parade, I bet they had a permit.

      He probably didn’t care because it doesn’t really matter.

      If you weren’t there to witness him… taking pictures, would you ever have noticed he was there in the first place?

      Seems like you were just looking for an excuse to be a dick. Pragmatically speaking, what you did had more impact on you than what he did.
